Why NOT Consider “Demand Factors” for EVCEI?

The “Demand Factor” in the above Journal observed quit similar to the “Diversity Factor” defined in Design Guideline published by Environmental Protection Department.
For 32 A Single Phase Charging Point -Medium Charging (7.0kW), it is in between the 3.7kW and 11.0kW EV Charging Point that yield a Demand Factors of 0.93 to 0.42 for 5 to 50 Numbers of Charging Point - Urban Region : Metropolis.
15 Numbers Medium Charging Point provided with 160A Three Phase Supply Main that yield a Demand Factor of 1 (Or Diversity Factor = 1) —> CONSERVATIVE DESIGN and is OK!!
Current Demand for 400A Three Phase Supply Main is using Diversity of 0.4 (COP for Electricity (Wiring) Regulations - EMSD) for 87 Numbers of Medium Charging Point yielding a Demand Factor of 0.43 (Or Diversity Factor = 0.43) —> CONSERVATIVE DESIGN and is OK!!
Remark: Mathematical Model using Binomial Distribution is in VERY CLOSE proximity similar to Demand Factor discussed in the above Journal.
